HALAL CERTIFICATION PROCESS FLOWCHART

 v PHASE 1 — INITIAL APPLICATION PROCESS

1. Inquiry & Information Sharing

Applicant contacts China Halal Certification Shanghai Co., Ltd. (CHCS) for halal certification.

CHCS provides:

· Certification overview

· Applicable halal standards

· Documentation requirements

· Fee quotation

· Category scope descriptions

→ Applicant decides whether to continue

v PHASE 2 — APPLICATION HANDLING

2. Submission & Administrative Screening

CHCS receives the application forms and supporting documents.
Administrative check includes:

· Company legal documents

· Product list and descriptions

· Ingredient masterlist

· Supplier verification

· Manufacturing process flowcharts

· Halal Assurance System documentation (if applicable)

→ Application accepted / returned for correction / rejected

v PHASE 3 — TECHNICAL EVALUATION

3. Pre-Audit Technical Review

A technical officer evaluates:

· Level of halal sensitivity of materials

· Process complexity

· Shariah risk factors

· Requirement for laboratory analysis

· Auditor competency needed

· Anticipated audit duration

· Surveillance audit

→ Decision: Audit Required & audit team planning begins

v PHASE 4 — AGREEMENT & AUDIT PLANNING

4. Certification Contract

CHCS issues a contract outlining:

· Certification obligations

· Halal policy

· Inspection rights

· Responsibilities of the applicant

· Surveillance audit expectations

→ Contract signed by both parties

5. Audit Preparation

CHCS plans the audit by:

· Assigning competent auditors (technical + Shariah)

· Ensuring no auditor conflict-of-interest

· Scheduling audit dates

· Preparing audit agenda and checklists

· Reviewing high-risk materials

· Prepare audit notice

→ Audit confirmation sent to applicant

v PHASE 5 — ON-SITE HALAL ASSESSMENT

6. Facility Audit Execution

Opening session:

· Introductions

- Clarification of objectives and scope

- Confirmation of process flow

· On-site inspection includes:

- Ingredient validation

- Verification of raw material segregation

- Sanitation and cleaning review

- Halal control points assessment

- Storage, handling & transport inspection

- Evaluation of production flow

- Review of internal halal monitoring system

- Collection of samples (if necessary)

· Closing session:

- Summary of findings

- Non-conformity notification

- Corrective action timeline agreement

v PHASE 6 — CORRECTIVE ACTION & VERIFICATION

7. Corrective Action Process

If non-conformities are issued:

· Applicant submits evidence and action plan within the agreed timeframe

· CHCS evaluates corrective actions

· Additional verification or follow-up visits may occur

· If non-conformities remain unresolved → Certification cannot proceed

v PHASE 7 — INDEPENDENT TECHNICAL REVIEW

8. Technical Review

Performed by a qualified reviewer not involved in auditing.
Reviewer checks:

· Audit findings

· Closure of NCRs

· Product/material compliance

· Shariah justification

· Laboratory results

· Risks and mitigation

→ Recommendation: Approve / Conditional Approval / Reject

v PHASE 8 — CERTIFICATION DECISION

9. Decision Making

Personnel of China Halal Certification Shanghai Co., Ltd.’s (independent from audit and review) conducts:

· Final verification of impartiality

· Confirmation of compliance

· Review of all technical evidence

· Outcome:

-Approved

-Approved with conditions

-Deferred

-Rejected

v PHASE 9 — CERTIFICATE ISSUANCE

10. Certificate Release

Upon approval, CHCS issues:

· Halal Certificate

· Product list

· Halal category

· Production facility details

· Validity period

· Conditions for use of halal logo

· Certificate is recorded in CHCS’s public database.

v PHASE 10 — POST-CERTIFICATION OVERSIGHT

11. Surveillance Activities

Based on risk category, surveillance may be:

· Annual

· Bi-annual

· Quarterly

· Continuous (for slaughtering)

· Surveillance includes:

- Review of updated ingredients

- Verification of supplier documents

- On-site inspections (scheduled or unannounced)

- Renewal of Halal Assurance System performance

v PHASE 11 — RENEWAL / TERMINATION

12. Recertification

Before expiry:

· Applicant submits renewal request

· CHCS conducts document review

· Partial or full audit depending on changes and risk level

13. Suspension / Withdrawal

Certificate may be suspended/withdrawn for:

· Major Shariah violations

· Fraud or misrepresentation

· Halal logo misuse

· Failure to correct NCRs

· Refusal of surveillance
