CHINA HALAL CERTIFICATION SHANGHAI CO., LTD (CHCS)
IMPARTIALITY POLICY
1. POLICY STATEMENT ON IMPARTIALITY
China Halal Certification Shanghai Co., Ltd (CHCS) is firmly committed to carrying out all Halal certification activities in a manner that is:
· Objective and impartial
· Professionally independent
· Free from any form of conflict of interest
· Conducted fairly, consistently, and without discrimination
Impartiality is a fundamental requirement under ISO/IEC 17065 and an essential component of Halal certification governance.
2. FOUNDATIONS OF IMPARTIALITY
CHCS implements strict controls to ensure the integrity of its certification operations.
2.1 Independence from Financial or Commercial Influence
CHCS ensures that:
· Certification decisions are not affected by fees, business relationships, sponsorships, or commercial pressures.
· Auditors, reviewers, and decision-makers are not compensated based on certification outcomes or client retention.
2.2 No Consultancy to Certified or Potential Clients
To maintain neutrality:
CHCS does not engage in:
· Halal consultancy or advisory for clients
· Document preparation or development of HAS/HCP
· Internal audit services for existing or prospective clients
CHCS may conduct general public training or awareness programs that are not client-specific.
3. CONTROL OF CONFLICTS OF INTEREST
CHCS has established mechanisms to prevent, detect, and manage any potential conflict of interest.
3.1 Mandatory Declarations
· All personnel—including staff, auditors, technical reviewers, committee members, and contractors—must complete an annual Conflict of Interest Declaration.
· Any change in circumstances must be reported immediately.
3.2 Restrictions on Auditor Assignment
Auditors shall not be assigned to assess:
· Organizations where they were previously employed within the past two (2) years
· Companies for which they have provided consultancy services
· Businesses owned by relatives or where they have direct or indirect financial interests
· Any client where their impartiality might reasonably be questioned
3.3 Independence of the Certification Decision Committee
Certification decisions shall only be made by individuals who:
· Were not involved in the audit or technical review
· Have no financial, contractual, or personal relationship with the client
· Operate free from external or internal commercial influence
3.4 Oversight by the Impartiality Committee
A dedicated Impartiality Committee within CHCS shall:
· Identify and review potential risks to impartiality
· Advise management on appropriate risk mitigation actions
· Monitor impartiality issues independently of certification operations
· Submit an annual impartiality report to CHCS top management
4. NON-DISCRIMINATION COMMITMENT
CHCS guarantees that its certification services:
· Are accessible to all organizations that apply
· Are administered without discrimination based on company size, ownership, nationality, religion, or industry
· Are evaluated solely based on Shariah compliance and technical requirements
Applications may only be declined for justified Halal, Shariah, or technical reasons.
5. BREACH MANAGEMENT: IMPARTIALITY & CONFIDENTIALITY
If an impartiality or confidentiality breach is suspected:
· The issue must be reported immediately to CHCS Top Management.
· A formal investigation will be initiated without delay.
· Corrective and preventive actions will be implemented promptly.
· Personnel involved may be suspended, reassigned, or terminated depending on severity.
· Certification decisions may be suspended, reviewed, or re-audited if impartiality is compromised.
6. PUBLIC DECLARATION
CHCS declares the following commitment:
“China Halal Certification Shanghai Co., Ltd (CHCS) is dedicated to upholding the highest levels of independence, impartiality, confidentiality, and integrity in all Halal certification operations. All certification decisions are evidence-based and guided solely by Shariah principles, regulatory requirements, and verified compliance without influence, pressure, or conflict of interest.”
7. APPROVAL & IMPLEMENTATION
This policy is hereby approved and enforced by:
